Announcement of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China No. 119 of 2010 on the Release of the License Conditions for the Production of Infant Formula Milk Powder (2010 Edition)

The Announcement on the Examination of License Conditions for Producing Dairy Products (2010 Edition) is intended to effectively strengthen the quality and safety of dairy products, strictly regulate the quality and safety of dairy products, improve the quality and safety of dairy products, and ensure the health of the people. According to the "People's Republic of China Food Safety Law" and its implementation regulations, "Drug Quality and Safety Supervision and Management Regulations" (State Council Decree No. 536) and "Food Production License Administrative Measures" (AQSIQ Decree No. 129), National Quality Inspection The General Administration of Administration has revised the “Detailed Rules for the Examination of Production Conditions for Infant and Infant Formula Milk Powder (2010 Edition)” and “Detailed Rules for Examination of License Conditions for Production of Dairy Products (2010 Edition)”, which are hereby promulgated and shall come into force as of the date of promulgation. The original "Detailed Rules for the Examination of Infant Formula Milk Powder Production Licenses (2006 Edition)" and "Dairy Production License Examination Rules (2006 Version)" were also repealed.

According to the "Circular of the General Office of the State Council on Further Strengthening the Quality and Safety of Dairy Products" (Guobanfa [2010] No. 42), all enterprises that have obtained production licenses for dairy products and infant formula milk powder from the date of promulgation of this announcement Shall be submitted on the basis of documents that can prove that it meets the requirements of the "Dairy Industry Industrial Policy (Revised in 2009)" (Ministry of Industry and Information Technology, National Development and Reform Commission, Gonglian Industry [2009] No. 48) In accordance with relevant regulations and regulatory documents issued by the General Administration of Quality Supervision, Inspection and Quarantine, the application for production license was reissued before December 31, 2010. As of March 1, 2011, if no production license is regained, dairy products and infant formula milk powder products will cease production.
