On July 22, the World Bank, the World Health Organization and the Ministry of Finance of China, the National Health and Family Planning Commission, and the Ministry of Human Resources and Social Security jointly issued a research report on China's medical reform. The research report entitled "Deepening the Reform of China's Medical and Health System and Building a Value-Based Quality Service System" completed by the "Three-Party and Five-House" for two years has positively evaluated the ongoing medical reform in China and proposed that it still needs to be taken. A series of key initiatives have further deepened the reform of the health service system to meet the growing health needs of the people and further control the growth of unreasonable expenses.

Medical reform is a worldwide problem. In April 2009, China launched a new round of medical reform. Dr. Shi Hede, the representative of the World Health Organization in China, spoke highly of the medical improvement exhibition in the past seven years. He pointed out that there are many very specific pilots in China's reforms, which is a very good model. "What we have to consider is how to promote it, not only in China, but also in the world."

In this regard, Evans, senior director of the World Bank's Center for Health, Nutrition and Population Practice, agreed that not only medical insurance, grading medical treatment, etc., the health status of Chinese people has improved comprehensively, but medical care in every country. At the same time, the system will have some shortcomings, especially China's face of an aging population. At present, the population over 65 is 140 million, and will increase to 230 million by 2030.

In addition, China has also experienced many challenges such as high incidence of chronic diseases and sustained growth in health expenditures. The first of the eight recommendations made in the report is to build a new model of “people-oriented quality integrated services” (PCIC) to meet the challenges.

In this regard, Liang Wannian, the full-time deputy director of the State Council's Medical Reform Office and director of the National Health and Family Planning Commission, said that this proposal is completely consistent with the overall thinking of the medical reform being promoted by the state. “The health needs of the people must be given top priority. The focus is on shifting from hospital-centered to the health of the people. This is also highlighted in the report.”

At present, China's medical service system is centered on hospitals, and there is a current situation of fragmentation and emphasis on the number of services. The service model focuses on providing treatment services rather than protecting health at the source.

Liang Wannian admits that the efficiency of many hospitals is very good, but the overall efficiency is not necessarily good. "Only by establishing a people-oriented integrated service system can we improve the efficiency of China's health care services as a whole."
